The Galileo deployment phase will be financed in Public Private Partnership
(PPP). One of the main tasks of the GJU is to help mobilize the public and
private sector funds required to complete the various phases of the program.
The Concession process
In achieving this goal, the Concession Division of the GJU will play a key role
by managing a competitive tendering process aimed at negotiating an overall PPP
agreement for financing the deployment phase of the program. The agreement will
clearly set out the responsibilities, roles and risks to be shared between the
public and private sectors.
The Concession Division, therefore, will be responsible for the detailed
planning and day-to-day running of the Concession process. In addition, it will
manage various technical, legal, commercial and financial issues related to the
following activities:
- Development of the Galileo business plan;
- Fund raising and risk allocation;
- Integration of EGNOS with Galileo.
The Concession process will be successfully concluded through the establishment
of the Galileo Concession Contract. From this point on, the public sector
partners will be represented by the Supervisory Authority.
